Resolved NPM support got back to us and fixed the situation, 'npm install' commands are working as expected again, so are Node.js apps deployment. Contact support if you keep noticing something unexpected.

Resolved Our provider notified us about a networking issue in the osc-secnum-fr1 region involving a few minutes network troubles. The situation is resolved on their side.
