[osc-secnum-fr1] A databases hosting node suffers a high load

Resolved From 17:08 to 17:24 CEST, a databases hosting node suffered a high load. Databases using a business plan saw a failover. Databases using a starter plan had a hard time connecting to their databases during this period.
